    Sigh… They’ve got the right idea, but if WE did it, there would probably be a different reaction…

    No, it’s a shallow “fountain” – a wet surface really with fountains burbling up. It’s understood and folks are invited to get their feet wet. There are other fountains in the city where that’s a no-no, but people hop in anyway. Cops have better things to do.
