These are the rickety stands that the City of Philadelphia has installed for the Mummer’s Parade. It doesn’t look like they’re putting a lot of effort into the event. Also the parades course has been drastically altered, the route has been reversed and greatly shortened. I’m not sure how this is going to play out, stay tuned for pictures and commentary.
